The giant Nexus plan by Convair. This was being drawn up while Saturn was still a thing, and while people were seriously looking at imminent moon bases. It's a mostly re-usable single stage to orbit booster, that then returns and tries landing using retro rockets to decelerate and break water tension on the ocean. There's secondary stages as well, with 1960's optimistic plans had been for open cycle gas core nuclear thermal rockets (adjusted for what we now know, but we still couldn't build one that would be stable).
